It's tempting to just name him like the criminal he is, but I think it would just be distracting from the larger and more important mission of providing relief to these poor victims.

I believe if he is smart enough to not create more trouble for the US (which is NOT a given), we should ignore his misbehavior for now, and (after we withdraw all rescue personnel and reinforce our embassy there) should arrest him and all of his other indicted cronies and extradite them to the US as we draw down our military forces and depart the country.
However, if he publicly "punches the nose of the bear" once more, the gloves should come off.
