Chicago, Illinois Immigration Protests & Enforcement:
Chicago deployment blocked: A federal judge issued a temporary restraining order preventing the deployment of National Guard troops to Chicago, a move opposed by state and local officials. The judge described the administration’s justifications as “unreliable”.
Controversies in Chicago: Tensions in Chicago remain high amid a federal immigration enforcement operation. An incident in which a Border Patrol agent shot and wounded a woman in early October has led to protests.
Portland, Oregon Immigration Protests & Enforcement:
National Guard lawsuit: A federal judge has issued a temporary restraining order against the deployment of any National Guard units in Portland in connection with the protests.
Property dispute: The City of Portland is reportedly considering taking over the lease of the ICE facility. In a separate but related case involving a similar facility in Chicago, a federal judge ordered ICE to remove a security fence.
High-level visits: On October 7, 2025, Portland police monitored protests during a visit from Department of Homeland Security Secretary Kristi Noem.
Federal investigation: A federal investigation has been announced regarding how Portland police have handled ICE protests, although the police chief has denied accusations of working with protesters

Declining fiscal year apprehensions: DHS and U.S. Customs and Border Protection (CBP) announced that Border Patrol agents apprehended 237,565 migrants at the U.S.-Mexico border in fiscal year 2025—the lowest annual number since 1970.
Migration courts quieted by shutdown: A recent government shutdown has halted some immigration court operations, though enforcement actions and detentions have continued.
New “Smart Wall” contracts: CBP announced $4.5 billion in contracts for “Smart Wall” construction along the southwest border.
