Houston: ICE Killing Sparks Protests & Calls for Transparency
Independent investigation demanded

The fatal shooting of an undocumented construction worker in Houston on Tuesday, July 7, 2026, has resulted in large protests and calls for an independent investigation from the President of Mexico, U.S. Congress members, and human rights organizations.

Lorenzo Salgado Araujo, an undocumented construction worker, was driving other migrants to a job site when plainclothes ICE Agents, in unmarked vehicles not displaying emergency lights, tried to force him off the road. He fled and was eventually boxed in by their vehicles, then shot by an agent who said he feared for his life as Salgado continued to attempt to escape in his van.
Harris County District Attorney Sean Teare told a Houston radio host that he questions whether Salgado understood he was being confronted by law enforcement officers instead of carjackers when he was shot. Teare says his office will conduct its own investigation into the shooting with or without the Department of Homeland Security’s cooperation (more on that later).

The shooting was tragic on several levels. First, Lorenzo Salgado had lived in the US for 35 years without any known criminal history, working in construction and putting three sons - all US citizens - through college before he was shot.
Second, the New York Times has reported that Salgado was not the person ICE was even looking for when the shooting occurred. His van was mistaken for belonging to someone else illegally present from another country, and when the ICE Agents realized their error, they decided to proceed with what proved to be a high-risk operation anyway.

That fact was amplified by civil rights groups, including LULAC (The League of United Latin American Citizens):
The editorials in the city’s newspaper (The Houston Chronicle) have been brutal:
The President of Mexico, Claudia Sheinbaum, has demanded criminal investigations into the death of Saldana and 13 other Mexican citizens by ICE.
US Congress members, all of them Democrats (including Senate Minority Leader Chuck Schumer), are requesting independent investigations into Saldana’s death.
Democrats representing Houston in Congress have sent a letter to DHS Secretary Markwayne Miller and Acting ICE Director David Venturella, also demanding an independent investigation.

Democratic candidates - including Texas US Senate Candidate James Talarico and Texas Governor Candidate Gina Hinojosa have echoed those demands.
The growing chorus of demands for an “independent investigation” has followed revelations by Harris County District Attorney Seane Teare that the Department of Homeland Security is investigating the shooting by its own agents and has not allowed Harris County or the Texas Rangers to conduct separate investigations, which he says has been the normal procedure in previous federal “officer-involved” shooting cases in Houston.
Also disturbing: a report by New Republic reporter Greg Sargent that ICE is pressuring eyewitnesses to the shooting (those in the van when Saldana was shot) to self-deport before independent investigators can interview them:
Houston Mayor John Whitmire (who says his city’s police department does not have the authority to independently investigate the incident involving federal officers) has reached out to Texas’ two GOP Senators (including Ted Cruz, who is from Houston) asking for their intervention.
Neither Ted Cruz nor John Cornyn has responded publicly as I write this. However, Texas Governor Greg Abbott has posted his sympathies on X.com — for the death of his dog.
