Provisions in the Trump Executive Orders Regarding Migration, Foreign Relations, and the Military
As President Trump issues a blizzard of Executive Orders about Border Security & Immigration Policy it can be difficult to keep up with all of the measures he is implementing. The Washington Office on Latin America has compiled a comprehensive summary of his actions which we are sharing with our readers in the form of this “FLASH” newsletter - our first of 2025:
Border and migration
Shutting down all entries at the border invoking the Constitution’s “invasion” clause
Blocking and removing migrants from countries whose governments don’t cooperate with vetting and screening
Canceling the family reunification commission
Carrying out mass deportation, aided by “Homeland Security Task Forces,” expanded detention capacity, expedited removal in the U.S. interior
Discontinuing visas to people from countries that don’t fully accept U.S. deportation flights
Ending humanitarian parole for Cuba, Haiti, Nicaragua, and Venezuela and other non-case-specific uses of humanitarian parole
Using all legal means possible to deny federal funds to “sanctuary” jurisdictions
Auditing all past assistance to shelters and other nonprofits working with migrants, and trying to “claw back” funds
Increasing CBP, USBP, and ICE hiring
Restarting border wall building
Using detention as much as possible at the border, avoiding releases
Stopping CBP One
Negotiating new safe third country agreements
Restarting Remain in Mexico
Ending the constitutional guarantee of birthright citizenship
Freezing and “reviewing” the U.S. Refugee Admissions Program
Military authorities
Assigning the U.S. military (NORTHCOM) the task of “sealing the borders” and “repelling” migrants and criminal activity
Using the military under the National Emergencies Act, calling up the ready reserve, using the Sec. 2808 military construction authority
Considering invocation of the Insurrection Act based on a recommendation from the secretaries of Homeland Security and Defense, following a 90-day review
Counter-organized crime
Putting “cartels,” MS-13, and Tren de Aragua on the list of foreign terrorist organizations
Using the Alien Enemies Act to detain and remove people suspected of ties to cartels, MS-13, and TdA
Foreign assistance
Repealing the “root causes strategy”
Putting a 90-day freeze on all foreign aid obligations and disbursements while all aid programs are reviewed to determine whether they should continue

Finally, we close with a note about the new publication schedule of this newsletter. In 2024 US Border News published our newsletter weekly until going on hiatus during the holidays.
