• Border Apprehension Trends: The Border Patrol’s July migrant apprehensions dropped 6 percent from June, a decline less pronounced than expected for the peak of summer heat. The Border Patrol’s Rio Grande Valley in south Texas leads all sectors in migrant apprehensions. Recoveries of the remains of migrants who have died in the desert increased from last year in Arizona.

Officers deployed to at least 15 major domestic airports to target and arrest individuals flying domestically who have overstayed visas or possess expired documentation, including those with pending applications.

• High Detentions & New Operations: Building off of June’s record-high 43,000 detentions, ICE launched targeted city operations, beginning with a major enforcement push in New York City intended to expand to other municipalities.

• Federal Data Sharing: The Office of Refugee Resettlement has shared over 460,000 data “leads” with ICE concerning unaccompanied minors and their adult sponsors, significantly elevating local arrest and deportation risks.

On July 27, 2026, the Department of Homeland Security (DHS) and U.S. Citizenship and Immigration Services (USCIS) issued an immediate Interim Final Rule aimed at curbing the asylum system’s backlog.

The week of June 21–27, 2026, was marked by monumental U.S. Supreme Court rulings favoring the Trump administration’s strict immigration agenda, alongside major lower-court updates that reshaped deportation boundaries and detention practices across the nation.

Landmark Supreme Court Rulings:

The U.S. Supreme Court issued two highly consequential 6-3 decisions that significantly expanded the federal government’s authority to restrict asylum and deport temporary residents.

• Mullin v. Al Otro Lado (Asylum Metering): The Court ruled that migrants must physically cross into U.S. territory to claim asylum. This allows the government to systematically turn away or restrict asylum-seekers waiting at ports of entry on the Mexican side of the border.

• Mullin v. Doe (TPS Termination): The Court granted the administration full authority to cancel Temporary Protected Status (TPS) designations. This decision clears the way to end deportation shields for over 350,000 eligible Haitian and Syrian immigrants living in the U.S.

• Blanche v. Muk Choi Lau (Green Card Re-entry): The Court also ruled 6-3 that border officials do not need “clear and convincing evidence” of a crime involving moral turpitude to deny re-entry to Lawful Permanent Residents (green card holders) returning from abroad; a reasonable belief is sufficient to defer inspection until after a conviction.

Appeals Court Expands Speedy Deportations:

• Nationwide Expedited Removal: On June 23, the D.C. Circuit Court of Appeals issued a 2-1 decision granting the administration’s request to lift a lower-court freeze on its expanded “expedited removal” policy. This ruling allows Immigration and Customs Enforcement (ICE) to rapidly deport undocumented individuals found anywhere in the country—not just near the border—without a hearing before an immigration judge, provided they cannot prove they have lived in the U.S. for more than two years.

Federal Detention & Enforcement Battles:

• The “Applicants for Admission” Fight: On June 26, the administration petitioned the Supreme Court to endorse its strict mass-detention policy. The administration is fighting to classify long-term undocumented residents arrested in recent crackdowns as “applicants for admission,” which subjects them to mandatory federal detention without eligibility for bond hearings.

• Courthouse Arrest Ban: A federal judge in California ordered a nationwide halt on ICE’s practice of arresting migrants inside or directly outside of immigration courts, describing the tactical hallway arrests as “arbitrary and capricious”.

Health-Related Travel Restriction:

• Ebola Entry Ban Extended: The Centers for Disease Control and Prevention (CDC) extended its strict public health entry ban until July 21, 2026. The ban blocks foreign nationals (including green card holders) from entering the U.S. if they have visited the Democratic Republic of the Congo, Uganda, or South Sudan within the preceding 21 days.

This week’s US Border News Weekly Newsletter breaks down trends in US Immigration & Border Security enforcement, including continued sharp drops in migrant encounters, the current border hotspot for migrant arrests, and notable trends in border narcotics seizures.

Southwest Border Encounters & Apprehensions

• Historical Lows Maintained: Overall migration continues at a pace not seen in over three decades. For the most recent full tracking month, U.S. Border Patrol recorded just 9,998 total apprehensions along the southwest border.

  All Border Patrol Sectors there continue to report sharp drops in migrant encounters as shown in the chart below:

• Minor Seasonal Uptick: Despite the overarching historic lows, the monthly data reflects a minor 11% seasonal increase from the prior month.

  Southwest Border Patrol Sector-Specific Trends

• Rio Grande Valley Leads: For the fifth consecutive month, the Rio Grande Valley Sector in South Texas recorded the highest volume of migrant encounters and arrests nationwide.

• Shift to Single Adults: Across all sectors, family unit and child migration has plummeted, now making up only about 10% to 13% of total apprehensions. Single adults account for nearly 90% of those taken into CBP custody.

While the percentage of single adults apprehended by the CBP has risen (versus families and unaccompanied minors), the overall number of single adults apprehended has dropped sharply over the last three years, as shown in the chart below:

• Southern Border Prosecutions: In judicial enforcement, the U.S. Attorney’s Office for the Southern District of Texas continued its aggressive crackdown, announcing over 160 new criminal cases filed this week for unlawful reentry, alien smuggling, and assaulting federal border agents.

Contraband & Seizure Surges

• Significant Increase in Seizures: CBP has seized 56% more drugs this fiscal year through May than it seized during the same period of FY 2024. May 2026 seizures of cocaine, methamphetamine, heroin, fentanyl, and marijuana (combined, by weight) increased 32% from May 2024. This follows a large spike in seizures in April, which can be clearly seen in the chart below:

  

• Fentanyl Spike: CBP reported a sharp 72% increase in fentanyl seizures month-over-month, with federal agents intercepting 795 pounds last month alone.

• Overall Drug Seizures: Marijuana, Methamphetamine, and Cocaine remain the largest types of drugs seized. Worth noting: seizures of “Other Drugs” (which can include Prescription Drugs, Hallucinogens such as PCP and Mushrooms, as well as uncategorized “Designer” or Synthetic Drugs) are also sharply increasing, as shown in the chart below:

  

• Trade Enforcement Operations: In Houston, US Federal Officers seized a huge amount of counterfeit merchandise with FIFA trademark logos worth well over $6 million. In Miami, CBP officers seized over 16,000 counterfeit FIFA World Cup jerseys shipped from China, valued at over $1.2 million.

  The knock-offs were to be sold in US cities hosting World Cup games.

  

Southwest Border Drug Seizures

• Laredo and Eagle Pass, TX: Officers intercepted back-to-back smuggling attempts yielding nearly 74 pounds of cocaine (street value of $984,000) hidden in commercial and passenger vehicles.

• Progreso, TX: Officers on the Progreso-Nuevo Progreso International bridge seized 23 packages containing 51.85 lbs of cocaine concealed in the rear quarter panels of a vehicle crossing into Texas from Mexico.

• El Paso / Ysleta, TX: Agents utilizing canines and non-intrusive scanners recovered over 50 pounds of cocaine hidden in a vehicle trunk, and another bust yielded over 13 pounds of methamphetamine and 1.4 pounds of fentanyl powder.

Northern Border Drug Seizures

• Port Huron, MI: Near the Blue Water Bridge entering Canada, agents seized 133 pounds of shrink-wrapped cocaine bricks hidden in cardboard boxes within a big rig.

• Tren de Aragua Leader Killed: Héctor Rusthenford Guerrero Flores, better known by his alias “Niño Guerrero,” the founder and top leader of the transnational gang Tren de Aragua, was killed in a joint U.S.-Venezuelan military strike on June 12, 2026. President Donald Trump and Defense Secretary Pete Hegseth confirmed that the "swift and lethal kinetic strike" targeted a Tren de Aragua compound located in Venezuela’s southeastern state of Bolívar.

• Smuggling Boat Attacks Questioned: A June 10, 2026, exposé by The Intercept revealed internal Pentagon concerns that the first fatal strike against a small smuggling boat on September 2, 2025, likely killed innocent human trafficking victims rather than cartel members. While typical drug smuggling pangas carry one to four smugglers, the targeted vessel carried 11 passengers.

During the week of May 31 to June 6, 2026, U.S. immigration and Border Security News included ongoing leadership changes at federal law enforcement agencies, a major legislative breakthrough in Congress, and a significant federal court ruling that rolled back a Trump administration policy.

New Leadership for US Border Patrol & Immigration & Customs Enforcement

• New Border Patrol Chief: As June began, US Border Patrol Agents found themselves under the command of a new permanent Border Patrol Chief for the first time since the previous Chief (Mike Banks) left the agency on May 14, 2026. President Trump named a 26-year veteran of the Border Patrol, Rosario “Pete” Vasquez, to that position.

• New ICE Acting Director: Also, David Venturella officially took over as acting director of US Immigration & Customs Enforcement (ICE), replacing Todd Lyons. Venturella previously served as a senior executive for the GEO Group, one of the nation’s largest private contractors operating immigration detention centers. Senator Elizabeth Warren sharply criticized his appointment, citing Venturella’s “decades-long trip in and out of the revolving door between ICE and the private prison industry.”

Senate Passes $70 Billion Immigration Enforcement Package

• Budget Reconciliation Breakthrough: In a narrow 52-47 vote early Friday morning, June 5, 2026, the U.S. Senate passed a massive $70 billion funding bill. Republicans used the budget reconciliation process to bypass the standard 60-vote threshold to pass the measure with a simple majority.

• Targeted Allocations: The bill directs $38.6 billion directly to Immigration and Customs Enforcement (ICE), $26 billion to Customs and Border Protection (CBP), and $5 billion to the Department of Homeland Security (DHS), locking in their budgets through the end of President Trump’s term.

• Controversial Provision Unaffected: Republicans rejected efforts to restrict or eliminate an attached $1.776 billion “Anti-Weaponization Fund” designed to compensate allies of President Trump who allege government mistreatment by federal prosecutors and law-enforcement agents.

Following our story late last month about the U.S. indictments of the Governor of the Mexican State of SInaloa and nine other current and former Mexican officials on drug trafficking and weapons charges for their alleged involvement with the Sinaloa Cartel, comes news this week of reaction from Mexican authorities:

• The elected Governor of Sinaloa, Rubén Rocha Moya, announced he has been summoned for questioning by the Mexican Attorney General.

• The Mexican Attorney General’s Office confirmed that and announced the nine others indicted by the US have also been summoned for questioning.

• These actions come one day after US Homeland Security Secretary Markwayne Mullin met with President Claudia Sheinbaum in Mexico CIty. The US is requesting the Mexican government to arrest the ten suspects and turn them over to US authorities for trial.

• Michael Banks Resigns: Border Patrol Chief Michael Banks announced his resignation on Thursday, May 14, stating in an interview that he felt he had “got the ship back on course.” His departure is the latest in a series of shake-ups within the Department of Homeland Security (DHS), beginning with Kristi Noem's replacement by Markwayne Mullin as head of that agency.

• Ombudsman Office Closed: Reports this week confirmed that DHS formally closed the Office of the Immigration Detention Ombudsman earlier in the month. This office was responsible for investigating complaints of misconduct and inhumane conditions within detention centers, and its closure removes a key internal oversight mechanism.

Following the U.S. designation of Mexican cartels as Foreign Terrorist Organizations, Navarro Sanchez became the first operative to face material support of terrorism charges, alongside gun trafficking, alien smuggling, and cash conspiracy.

• DOJ Weaponizes Terrorism Statutes: On May 15, the Department of Justice officially instructed federal prosecutors to begin building drug trafficking cases against corrupt Mexican officials using terrorism statutes.

• Extradition Standoff Escalates: Bilateral relations grew strained as Mexican President Claudia Sheinbaum demanded “irrefutable evidence” from Washington before executing the outstanding extradition warrants for Sinaloa Governor Rubén Rocha Moya and other politicians.

• Mass Deportation Threats: At the 2026 Border Security Expo on May 5, Border Czar Tom Homan promised to “flood the zone” with federal agents in “sanctuary” jurisdictions that refuse to cooperate with ICE.

• Enhanced Security Vetting: U.S. Citizenship and Immigration Services (USCIS) implemented a new biometric re-vetting protocol as of early May. This has caused a freeze on pending applications—including green cards and citizenship—as they undergo expanded FBI criminal database screenings.

• CBP “Interior Operation” Reductions: Leaked notes from Department of Homeland Security Secretary Markwayne Mullins’ meeting with the National Border Patrol Council revealed that the “Secretary of DHS does not want to use CBP for interior ops if possible. Wants to build relationships with locals and improve public image.” This new policy likely results from the fatal shootings of two protestors in Minneapolis by Border Patrol Officers in January.

The resolution of a record-breaking government shutdown, the US indictment of the sitting Governor of a Mexican State, and a surge of Federal Agents to Laredo, Texas, were the primary focus of U.S. border security and immigration news during the week of April 26–May 2, 2026.

End of DHS Shutdown

On April 30, 2026, President Trump signed a bill to end a 76-day partial government shutdown of the Department of Homeland Security (DHS).

• Funding Split: The legislation restored funding to most DHS agencies, including the Transportation Security Administration (TSA), which had reportedly lost over 1,100 officers during the standoff.

• Enforcement Carve-out: Notably, the bill did not include funding for federal immigration enforcement operations, such as Immigration and Customs Enforcement (ICE) and Customs and Border Protection (CBP).

• Reconciliation Strategy: The Trump Administration hopes to fund ICE and CBP instead through a reconciliation process, a strategy designed to bypass a Democratic filibuster and secure long-term funding through 2029 with only Republican votes.

US Indictment Rocks Mexican Government

On Wednesday, April 29, 2026, a US Federal Grand Jury indicted a Mexican Governor and nine other current and former Mexican Officials for allegedly accepting bribes and political support from leaders of the Sinaloa Cartel, which imports large amounts of drugs into the United States.

• The Governor: Sinaloan Governor Rubén Rocha Moya - a key member of Mexico’s ruling “Morena” party - is at the center of the indictment.

• The President: Mexican President Claudia Sheinbaum is seeking "irrefutable evidence" to back the U.S. charges against Governor Rocha Moya before allowing him to be extradited to the U.S.

• The Attorney General: A spokesperson for Mexico’s Attorney General said that no extradition will be granted without sufficient evidence, and announced an independent investigation into the case.

• Elsewhere in Mexico: A wave of cartel violence, unleashed after the arrest of a cartel leader, resulted in a warning against travel from Texas (especially from McAllen) to Reynosa, Mexico, during the past week.

Operational Updates at the Border

• Texas Deployment: Approximately 200 Border Patrol agents, including members of the elite BORTAC unit, were deployed to Laredo, Texas, to address a spike in illegal crossings.

• Record-Low Apprehensions: Despite the surge in Laredo, overall migrant apprehensions for fiscal year 2026 remained at historic lows, with some sectors reporting their lowest levels since 1967.

• Drug Seizures: CBP officers reported major narcotics interceptions during the week, including $8.1 million worth of methamphetamine at the Pharr International Bridge, $2.8 million in cocaine and meth at the Eagle Pass Port of Entry, and nearly $2.8 million in fentanyl and meth at the San Ysidro Port of Entry

• Travel Ban Blocked: A federal judge in Massachusetts on Thursday determined that President Trump’s halt on processing immigration applications for citizens of countries listed under his travel ban was unlawful, granting an injunction on a policy she determined was unfairly leaving thousands in limbo.

• Enhanced FBI Checks: On Monday, April 27, 2026, The USCIS began receiving enhanced criminal history record information (CHRI) for all fingerprint-based background checks. This includes mandatory secondary FBI screenings for applications for asylum, green cards, and naturalization.

Asylum and Court Decisions

• Asylum Ban Blocked: A three-judge panel from the U.S. Court of Appeals for the District of Columbia Circuit ruled on Friday, April 24, 2026, that the Trump administration’s “Day 1” proclamation (issued January 20, 2025), which suspended asylum access at the southern border, was unlawful.

• Legal Reasoning & Response: The court found that existing U.S. immigration laws guarantee the right to apply for asylum and that the president cannot unilaterally override this. The administration indicated its intent to challenge this ruling, as well as another ruling requiring them to restore parole status to migrants who entered through the Biden-era CBP One program.

• Historic Lows in Migrant Encounters: As of April 17, data indicated that migrant apprehensions at the U.S.-Mexico border are on track to make 2026 the lowest year for encounters since 1967 (the chart below shows the dramatic drop):

  

• Family Apprehensions Plunge: The current immigration crackdown has led to a significant change in the demographic of migrant arrivals, with families and children making up the smallest proportion of apprehended individuals since 2012, as the ability to seek asylum at the border has been largely eliminated.

  

• Spring Surge Coming?: Despite lower migrant numbers, five Border Patrol Sectors, including Del Rio and Tucson, reported significant (over 25%) increases in border-wide apprehensions from February to March, suggesting a potential spring uptick.

• Venezuelan Deportations Continue: The most recent deportation flight to Venezuela, on April 15, 2026, had 316 people aboard. Since the Trump administration began, it has sent over 20,000 people to Caracas.

• San Ysidro Drug Seizure: On April 16, CBP officers at the San Ysidro, California, Port of Entry seized over 60 pounds of cocaine, valued at more than $1.15 million, from a “trusted traveler”.

• Hidalgo Drug Seizure: CBP continued high-volume drug seizures, including over $1 million in cocaine found hidden in the seats of a passenger bus at the Hidalgo, Texas, International Bridge.

• Large Drug Bust: The DHS this week announced that the U.S. Coast Guard seized 4,510 pounds of cocaine, valued at $33.9 million, during a recent patrol in the Eastern Pacific Ocean.
