• The elected Governor of Sinaloa, Rubén Rocha Moya, announced he has been summoned for questioning by the Mexican Attorney General.

• The Mexican Attorney General’s Office confirmed that and announced the nine others indicted by the US have also been summoned for questioning.

• These actions come one day after US Homeland Security Secretary Markwayne Mullin met with President Claudia Sheinbaum in Mexico CIty. The US is requesting the Mexican government to arrest the ten suspects and turn them over to US authorities for trial.

• The President: Mexican President Claudia Sheinbaum is seeking "irrefutable evidence" to back the U.S. charges against Governor Rocha Moya before allowing him to be extradited to the U.S.

• The Attorney General: A spokesperson for Mexico’s Attorney General said that no extradition will be granted without sufficient evidence, and announced an independent investigation into the case.

• Elsewhere in Mexico: A wave of cartel violence, unleashed after the arrest of a cartel leader, resulted in a warning against travel from Texas (especially from McAllen) to Reynosa, Mexico, during the past week.

Operational Updates at the Border

• Texas Deployment: Approximately 200 Border Patrol agents, including members of the elite BORTAC unit, were deployed to Laredo, Texas, to address a spike in illegal crossings.

• Record-Low Apprehensions: Despite the surge in Laredo, overall migrant apprehensions for fiscal year 2026 remained at historic lows, with some sectors reporting their lowest levels since 1967.

Regular readers of US Border News know that I broke several bones in my right hand and badly bruised several ribs during a fall at the end of January, which has made writing difficult (to put it mildly).

On Friday, my orthopedist finally removed the cast and referred me to a physical therapist to help me regain the use of my hand.

I had hoped that this would free me to resume writing as I had before, but I quickly found out that the pain from breaking my hand was even greater once the cast was removed. I am also experiencing more restrictions on using my hand after the cast removal (which I did not anticipate).

• Partial Shutdown Continues: A partial government shutdown continued due to a funding lapse triggered by disagreements over ICE reforms. GOP leaders called on Democrats to fully fund the DHS to ensure its ability to protect the security of America’s homeland amid Iran’s pledge to strike back.

“Given developments in the Middle East and the ongoing threat posed by Iran and its terrorist proxies, Democrats in the House and Senate must cease the politics and must immediately fund the Department of Homeland Security,” said Rep. Daniel Meuser, R-Pa.

• A mass shooting in Austin, possibly in retaliation for the attack on Iran:

The gunman who killed two people on a busy Austin street early Sunday in a mass shooting that left 14 others wounded was wearing a sweatshirt that said “Property of Allah,” and another shirt with an Iranian flag design, a law enforcement official told The Associated Press. The shooter has been identified as a 53-year-old from Senegal who came to the US in 2006 (when George W. Bush was President) and had since become a naturalized US citizen. Austin Police officers shot and killed him.

Texas Governor Greg Abbott vowed that “Texas will respond with decisive and overwhelming force to protect our state.” Earlier in the week, he surged law enforcement to the Texas Border in response to cartel violence in Mexico.

Here’s what you need to know about the DHS funding battle:

The Department of Homeland Security entered its 16th day of a partial shutdown on March 1, 2026, after the Senate failed to pass a funding bill.

• The Impasse: Senate Democrats blocked a $45 billion funding proposal, demanding oversight reforms for ICE and CBP following fatal shootings by federal agents in Minnesota.

• Emergency Measures: DHS suspended Global Entry arrivals and non-disaster FEMA responses on February 22 to conserve funds.

• Workforce Pay: CBP is utilizing funds from the One Big Beautiful Bill Act to continue paying approximately 57,600 “essential” employees during the lapse.

• The Catalyst: Democratic demands followed the fatal shootings of two U.S. citizens, Alex Pretti and Renee Good, by federal agents during an enforcement surge in Minneapolis last month.

• Impacted Agencies: Funding has lapsed for the TSA, FEMA, the U.S. Coast Guard, Secret Service, ICE, and CBP. However, many core border operations remain funded through the “Big Beautiful Bill Act” signed in 2025.

ICE Plans & Officer-Involved Shooting

• ICE Warehouse Prisons: The Trump administration plans to open warehouses throughout the United States to house up to 80,000 detained migrants who are slated for deportation, according to The Washington Post.

• Record Hiring: ICE is on track to hire 10,000 new officers by the end of 2025 following its “Defend the Homeland” recruitment campaign, which received over 220,000 applications.

• Shots Fired: Federal agents shot into a van during an immigration operation in Maryland on Christmas Eve in an incident that left two men hospitalized. The DHS says the driver refused to turn off the engine and “drove his van directly at ICE officers,” hitting ICE vehicles as he tried to flee.

Major Policy Shifts

• H-1B Visa Overhaul: On December 23, the Department of Homeland Security (DHS) finalized a rule replacing the random lottery for H-1B work visas with a wage-weighted selection process. Effective for the FY 2027 cap (starting February 2026), the system will prioritize higher-skilled, higher-paid applicants to protect American wages.

• Expanded Travel Ban: A presidential proclamation effective January 1, 2026, expands entry restrictions. New countries added to the “full restriction” list include Burkina Faso, Mali, Niger, South Sudan, and Syria, while 15 other nations face partial restrictions.

Legal & Regional Updates

• H-1B Fee Ruling: A federal court in Washington ruled in favor of the administration’s $100,000 fee for certain H-1B petitions, dismissing challenges from the U.S. Chamber of Commerce.

• National Guard Dispute: The Supreme Court refused to allow the federal deployment of National Guard troops to protect immigration agents in the Chicago area, siding against the administration’s claim of necessity due to weak local law enforcement.

• Courthouse Arrests Blocked: A federal judge in San Francisco on Wednesday barred Immigration and Customs Enforcement and its Justice Department counterpart from “sweeping” civil arrests at immigration courthouses across Northern California. The Trump Administration is expected to appeal.

• Biometric Surveillance: A new “Final Rule” effective December 26, 2025, mandates that U.S. Customs and Border Protection (CBP) collect biometric data (facial photos and fingerprints) from nearly all non-U.S. citizens upon both entry and departure.

• Visa & Vetting Changes: On December 15, 2025, the administration implemented mandatory social media vetting for H-1B, H-4, and student visa applicants, requiring profiles to be set to public and leading to widespread appointment cancellations.

• TPS Terminations: Secretary of Homeland Security Kristi Noem announced the termination of Temporary Protected Status (TPS) for Ethiopia on December 12, 2025, following a similar move for Burma in late November.

Border Operations & Infrastructure

Enforcement and Operations

• The US Military’s Growing Border & Immigration Role: A new White House National Security Strategy would give the U.S. military a greater role in border and homeland defense. A new “National Defense Area” covers most of the California border. Senators documented at least $2 billion in defense budget money diverted to immigration enforcement. Military lawyers assigned to immigration courts are issuing removal orders at a greater rate than civilian immigration judges.

• Mass Arrests in Major Cities: The Department of Homeland Security (DHS) announced over 10,000 arrests of undocumented immigrants in Los Angeles since operations began in June, and more than 400 arrests in Minnesota as part of “Operation Metro Surge”. The DHS also highlighted record-breaking results from “Operation Catahoula Crunch” in New Orleans, targeting “criminal illegal aliens”.

• Record Deportations/Departures: The DHS reported a historic achievement of more than 2.5 million illegal aliens leaving the U.S. in 2025, including over 605,000 deportations and 1.9 million “self-deportations,” which DHS encourages using the CBP Home app for free return flights.

• Prioritizing Serious Crimes: DHS is reportedly moving away from broad raids, concentrating enforcement on immigrants with serious criminal offenses, partly due to polling, according to Fox News.

• DHS Internal Tensions: NBC News reported internal friction at DHS, with Secretary Noem and advisors blaming subordinates for missed arrest targets.

• Notes from Mexico: Nearly 12,000 citizens of countries other than Mexico have been deported to Mexico since the Trump administration began. Long lines continue to form at the Mexican government refugee agency’s office in Tapachula, Chiapas. ICE is stationing agents at border ports of entry to detect undocumented people who might be traveling southbound into Mexico for the holidays.

Policy and Legal Developments

• Commercial Driver’s Licenses (CDL) Crackdown: The U.S. Transportation Secretary threatened to withhold millions in federal highway funds from New York and seven other states for allegedly improperly issuing commercial driver’s licenses to immigrants with temporary legal status that remained valid for too long.

• TPS Termination for Ethiopia: Homeland Security Secretary Kristi Noem announced the termination of Temporary Protected Status (TPS) for Ethiopia, effective in February 2026, determining that conditions no longer warrant the status.

• Immigrant Protections in Illinois: Illinois Governor J.B. Pritzker signed legislation allowing residents to sue immigration agents for constitutional rights violations or arrests in or near courthouses, a measure likely to face legal challenges.
